跨国公司的跨境环境管理及其对中国的启示

随着跨国公司海外子公司数量的增加,其跨境环境管理对东道国环境的影响与日俱增.通过回顾相关文献,本文全面剖析了跨境环境管理的含义与类型划分、战略动力机制及其对公司绩效的影响.在此基础上,结合跨国公司目前在华的环境管理实践,提出了我国政府的对策,即提高环境标准、加强环境执行力和对环境战略转型者提供必要支持.

Cross Border Environmental Management of Transnational Corporations and Revelation for China

With the proliferation of overseas subsidiaries in recent years,the cross-border environmental management strategy ad-opted by Transnational Companies(TNCs)is beconing increasingly important with respect to its huge environmental influences on host countries.On the one hand,TNCs have been dominating the glob-ally pollution-intensive industries such as chemistry,petroleum,and heavy processing industry,and should be responsible for global environment without question.On the other hand,TNCs must sat-isfy the diversified requirement from multi-level environmental regulation simultaneously,due to the complexity of cross-border operation.Thus,how to organize the environmental management for overseas subsidiaries is really a big challenge for TNCs.By making literature review on this topic,this paper attempts to fig-ure out a clear picture of cross-border environmental management(CBEM),including its meaning,content and system,its category classification and main characteristics,its driving forces for the for-mation of CBEM strategy involving regulation,market,industrial and endogenous factors,and its varied impact on TNCs'corporate performances.On the above basis,some implication and suggestion for public policy are further put forward.That is,Chinese govern-ment should firstly set higher environmental goal and improve the environmental standards in order to realize the win-win result with TNCs,especially those having occupied the global market.Then,considering TNCs'environmental management practices in China,it becomes much more important to strengthen enforcement in envi-ronmental regulations.Finally,Chinese government should not only perfect the environmental infrastructure,but also provide necessary technological supports for domestic and foreign corporations in making environmental transformations.
