科学发展观与生态文明

党的十七大报告第一次提出生态文明建设的概念和任务，并将它提到实现工业化、现代化发展战略的突出地位。其指导思想是以人为本、全面协调可持续发展的科学发展观。其核心就是作为人类基本人权的环境权或生态权。其针对性是要克服、扭转对自然资源利用的异化和由此产生的人的本质的异化。为此要坚持“生态良好的文明发展道路”，“建设资源节约型、环境友好型社会”和“生态环境良好的国家”。

Scientific Development and Conservation Culture

The report of the 17th National Congress of the Communist Party of China(CPC) on October 15,2007 described,for the first time,the concept of and the objectives for the establishment of a conservation culture.The report further highlights its crucial role in realizing industrialization and modernization.Its guiding principle is the scientific development of "people-orientation" and sustainable development.Core to conservation culture is the ecological and environmental aspects of basic human rights.Conservation culture focuses on overcoming and overturning massive utilization of natural resource and its consequences on the anomalous changes in humanity.To achieve this objective,it is necessary to continue the "ecological civilization development",to develop a "resource-conservative and environment-friendly society",and to become a "green country".
