城市偏向问题及其解决路径:一个理论综述

非均衡增长理论认为发展中国家的经济增长会首先出现在城市地区,因而主张通过城市偏向战略来实现发展中国家的经济增长。而以城市偏向理论为代表的均衡发展理论认为,带有城市偏向的发展模式是低效率和不公平的,发展中国家应实施有利于城乡均衡增长的发展战略。中国学者通过三种范式对本国的城市偏向问题进行了研究,普遍认为城市偏向战略会拉大城市收入差距,固化不合理的分配格局。当前实施次级城市发展战略或许是解决城市偏向问题,实现城乡包容性增长的一种有效路径。
