产业结构调整中的"三农"问题

解决"三农"问题是我国建设小康社会的重大任务。而解决"三农"问题的关键是要总结农业内部产业结构调整的基本经验,即农产品的需求弹性、技术进步水平、农业部门劳动生产率提高的幅度是影响第一产业的相对国民收入及劳动力的相对比重的重要因素。寻找解决"三农"问题的基本途径,即进行农业内部的结构调整、农村结构和农产品的结构调整,解决农业劳动力的转移、农村城市化和农业税及土地制度等问题。

"Country, Agriculture and Farmer" Problem in the Industrial Re-organization

"Issues concerning agriculture, countryside and farmers" remain a vital task in building a well-off society. However, the key is to summarize the experience of adjusting the internal structure of agriculture, i.e. demand elasticity, technological advance, latitude of increasing labor productivity, they are key factors affecting relative national income and relative ratio of work force in the primary industry. The paper suggests that the basic approaches to solving the issues should include the following aspects: adjusting the internal structure of agriculture, optimizing the structure of countryside and of farm products, solving the transfer of farm labors, undertaking rural urbanization, carrying out tax on agriculture, and carrying through land system.
