| Abstract: | Human experience and principles of law reveal the meaning and component of the rule by law. The history and practices of the rule by law in the West and other parts of the world and their relation with the rule by morality show that the rule by law should have its characteristic of morality . However, the rule by law is the predominant mode of social control in modem society, and it is a road of China of the future. |
