On Kissinger''s View of International Order

Henry Kissinger is not only a legendary diplomatic statesman of the twentieth century but also a major thinker in the development of international relations theory. This paper attempts to explain Kissinger's view of international order by analyzing his academic writings. In his A World Restored , Kissinger looked at the formation of the Vienna System and put forward a basic theoretical model of stable international order. He held that the concert of a legitimacy and balance of power is the fundamental condition of a stable international order, and this basic theoretical proposition was further developed and perfected in his later works.
