Human capital is the most active and crucial element of competitive in the times of knowledge economy.The Investment-Return (I&R)mechanism of the human capital is the fundamental request of the perfection of the market-oriented economy system. At present,there are many shortcomings and omissions on the construction of the I&R mechanism. The way to improve the situation is to combine the perfection of the salary system in the scope of microcosm with the implementation of the matched measure in the scope of macrocosm,which is based on the linking with the successful experiences home and abroad and the drawing of lessons from related theories .So we can construct the scientific I&R mechanism of the human capital.
