| 摘 要： | 本论文从国有企业的多重目标属性出发，对于如何认识和评价国有企业的绩效进行了深入的探讨。以国家石油公司为范例，应用“目标-绩效”分析框架，构建了石油进口国的国家石油公司绩效评价体系，对包括我国三大石油公司在内的10家国家石油公司绩效进行了较为客观的评价。

| Abstract: | This paper suggests that state-owned enterprises have multiple goals including economic and noneconomic targets. State-owned Petroleum Company is a special case. The paper developed a goal-performance model to evaluate the performance of three Chinese state-owned petroleum companies and seven companies from other countries. The findings showed that the three Chinese companies achieved different levels of performance for multiple goals. In addition, the results from comparative analysis showed the performance gaps among these companies. |
