对实施西部大开发战略的重新审视和反思

从四个方面进行反思：其一，坚持发展观，操作中要完完全全地贯彻发展而不是增长“是硬道理”；其二，西部大开发初期中央政府与地方政府定位不同，应选择中央政府主导型和地方政府市场主导型相结合的政府模式；其三，鉴于“九五”后期国内外形势的变化，西部长期倚仗的资源主导型战略面临挑战，战略模式极待研究深化；其四，当前和今后一个时期西部大开发的重点是优化投资软环境，从政策落实难这一影响投资环境的主要矛盾引出加速改革政府的紧迫性。

Reflections on the strategy of Western Exploitation

This paper makes some reflections on the strategy of Western Exploitation in the following aspests: 1. The principle of economic development should be adhered to and the emphasis should be placed on the absolute implementation of Western exploitation rather than economic growth. 2. In theearly phase of the exploitation, the functions and the responsibilities of both the central government and local govenment should be defined; it is rational to select a government pattern that combines the dominant role of the central government with local government's leading role in market. 3. Owing to some changes both at home and abroad, in the later phase of the Nineth Five-year Plan, the adopted strategy in the West of China has faced challenge and therefore should be readjusted. 4. Optimizing the environment should be considered to be the primary task in exploiting the West part of China.
