| Abstract: | The final target expounded in the theory of public selection is to analyze the efficiency of administrative behavior and search for a rule-restricted system that will guarantee the most efficient work in administrative sector. By performing some empirical analyses on the misconduct of Chinese basic construction and the American financial deficit, this paper is intended to discuss on the subject in following aspects: motivation of administrative behavior; trend of over-employment and over-expenditure inside administrative sector; divergence in policy-making process; and causes for inefficiency in administrative practice |
