高校廉政风险防范制度分析与对策

加强高校廉政风险防范制度建设,增强党员领导干部抵御腐败的防范廉政风险的能力,是高校非常重要的任务。通过问卷调查对高等院校廉政风险防范制度建设的现状、存在的问题进行研究,结果表明,高校应建立思想道德风险、制度机制风险和岗位职责风险等方面的防范制度,加强前期预防、中期监控、后期处置等廉政风险防范机制,进行整体防范。存在的问题主要有制度体系缺位、制度执行力度不够和对权力的监督难,需要在这些方面采取相应防范措施。

Analysis on prevention system of university corruption risks and its countermeasures

It is a very important assignment for universities to strengthen the preventive management of anti-corruption and increase the ability of leaders and party members to resist corruption.With the analysis of the data of the questionnaires,this paper studies the status quo and problems in preventive management of anti-corruption in universities.It shows that the preventive managements of moral hazard,vulnerability of institutional mechanisms and weak responsibility are equally important.Early preventive managements,medium-term monitoring mechanisms,and later solutions should be strengthened with equal efforts.Lack of institutional system,inadequate executive force and difficult supervision over administrative authority are main problems to be solved.
