服务型政府建设在我国的兴起与西方相比 ,有着共性的一面 ,如对政府机构膨胀、人员臃肿、效率低下的不满 ,更为重要的是我国的经济社会发展的一些特殊原因。虽然服务型政府建设起源于西方 ,但是“服务型政府”概念却不折不扣是国内学者的创造 ,在内涵上 ,它是理念、制度、操作三个层面的统一。服务型政府建设提高了我国地方政府的有效性、合法性和正义性

A Study of the Construction of Service Government for China's Local Government

The construction of service government in China shares some similarities with that in western countries. It is reflected in dissatisfactions at the overlapping organizations and personnel redundancy existing at all levels of government establishments, which has resulted in a low functioning efficiency. Meanwhile China's service government was born in the special conditions of China's economic and social development. Although the construction of service government began in western countries, the concept of service government was completely invented by Chinese scholars, which in connotations is the combination of idea, system and operation. Service government benefits local government in China to function effectively, lawfully and fairly.
