摘    要:自20世紀90年代末以來,澳門曾連續遭受四次嚴重"鹹潮"侵襲,不僅深刻影響了經濟和社會發展,還極大降低了廣大居民生活質量,引起中央政府乃至社會各界高度關注。澳門供水之安全,形勢嚴峻。對此,本文特提出:要在9+2(即:泛珠三角9省區+港澳特別行政區)框架內,統籌規劃:依據可持續發展原則,積極探索並合理解決該問题之有效途徑及方式和方法;改革現行水資源管理體制,緩解水资源供需矛盾;促進澳門特別行政區經濟輿社會之繁荣昌盛。

Water Safety of Macao

Abstract:Since the end of the 1990's, there have been four continuous salty tide intrusions in Macao which have each made a serious impact upon the city. From September 2005 to March 2006, the salinity of several main water intake positions for the Macao water supply system in Zhuhai was over the standard: Guadingjiao for 156 days, Guangchang pumping station for 142 days, and Pinggang pumping station for 67 days. The high salinity level of Macao's water supply not only impacted upon social and economic development, but also degraded the quality of life of local residents. The water safety problem has attracted a great deal of attention from the Central Government and various social circles. Facing this severe water safety problem, we need to analyze and study effective measures which will solve the problem rationally within the "9 + 2" Pan-Pearl River Delta Co-operation framework, i.e. involving the nine provinces in the region plus Hong Kong and Macao Special Administrative Regions. According to the sustainable development principle, the water management mechanism needs to be reformed to promote the social and economic prosperity of the Macao Special Administrative Regions.
