现行高校学生户籍迁移制度改革初探

本文简述了我国现行高校学生户籍迁移制度的历史与现状。指出形成于计划经济体制下的高校学生户籍迁移制度在目前我国市场经济条件下所暴露出的在管理和迁移方式上的弊端。这不仅不利于户籍的严密管理,也不利于资源的合理配置,高校学生户籍迁移制度的改革势在必行。建议高校学生入学时不迁移常住户口,在校期间按暂住人口登记管理,毕业后再按其就业方向和常住状况迁移户口或挂靠人才中心。

Reforming the System of Domiciliary Transfer of University Students

The article introduces in brief the history and present situation of the system of domiciliary transfer of university students.It points out that the present control system and the system of domiciliary transfer of university students,which was tailored for planned economy,have manifested defects under the current socialist market economy.These defects are disadvantageous both to strict domiciliary management and to rational distribution of resources,or in other words,to reform the system of domiciliary transfer of university student is a necessity.This paper suggests that: students entering a university do not have household registration transferred but instead register for a temporary domicile certificate during their university attendance;and after graduation,they apply for permanent domicile certificate according to the place of their employment,or have their domicile information managed by talents center.
