| 摘 要： | 《中华人民共和国行政许可法》的正式颁布和实施,标志着我国行政审批制度改革正式步入法治化的轨道,这是依法治国进程中迈出的实质性的一步,具有里程碑意义.然而在实施该法的过程中却遇到诸多障碍,造成这些障碍的因素包括:法律文本自身的局限性、相关配套制度的不健全、传统体制惯性的阻碍性等.必须对行政审批制度改革法治化进程受阻原因进行分析,并有针对地开展工作,才能确保行政许可法的顺利实施.

| Abstract: | "Permission Law of the PRC" the official promulgation and implementation China marked the reform of the system of administrative examination and approval has formally entered the track of the rule of law.This is the process of governing the country according to law represents a substantial step forward,is of milestone significance.However the implementation of the law in the process encountered numerous obstacles,against many obstacles,the reform of the system of administrative examination and approval process of the rule of law causes for the delay,for the benefit of solid progress in the implementation of the Law on Administrative Licensing. |
