| 摘 要： | "以德治国",是江泽民同志在我国社会经济步入新的发展时期提出的又一重要治国方略.怎样认识这一重要治国方略?其一,可以从法律建设的重要性、局限性;道德建设的特殊性、重要性;时代呼唤"以法"、"以德"治国等三个方面加以认识.其二,可以从"以法"、"以德"在治国上相辅相承,一是共同调节主要社会关系,具有一致性;二是分别调节一定社会关系,具有互补性等两个方面加以认识.

| Abstract: | Virtue-ruling" is an important general plan for running a country made by JIANG Ze-min while our society comes to a new stage. How to understand this important general plan? In my opinion, we can understand it from three aspects: the importance and limitations of the law building, specialty and importance of moral building, and the demand of "Virtue-Ruling" and "Law-Ruling". "Virtue-Ruling" and "Law-Ruling" affect each other. First, they are consistent in regulating the social relations together. Second, they complement each other in regulating certain social relations. |
