从区域产业化视角论农村政策金融及其体系的构建

为了探寻农村政策金融体系的构建路径,通过理论演变和外国案例实证分析并证实了：农村政策金融的定位并非均基于市场失灵,而是基于农业、农村经济的弱势性;同时从农业投资的视角揭示了弱势性对农村政策金融定位的影响实质上源于农业投资效益生成的整体性。分析认为,基于投资效益的最大化,农村政策金融的功能定位最终转向农村区域产业化体系的构建就是一种必然趋势;农村政策金融的主要功能与作用是帮助农业与农村经济克服其弱势性对资源配置和市场形成造成的不利影响。

Construction of rural policy-oriented finance and the system based on the perspective of the regional industrialization

In order to have a good grasp of the way of constructing rural policy-oriented financial system, this paper, firstly, proves that the orientation of rural policy-oriented finance is based on agricultural and rural economic weakness rather than market failure through analysis of theoretical evolution and empirical comparison of foreign cases. Secondly, from the perspective of agricultural investment, it reveals that the effect of this weakness on the orientation of rural policy-oriented finance comes from the completion of investing benefit＇s in agriculture. With the maximization of the investing return, there is a certainty that the orientation of function ultimately can transfer to the construction of rural regional industrialization. The conclusion of the paper is that the main functions and roles of rurel policy-oriented finance is to help agriculture and agricultural economly to overcome the weakness and infavorable influence on resource distribution and market formation.
