江苏沿江开发与环境建设的互动研究

摘    要:沿江开发战略是加速江苏工业化进程特别是推进新型工业化的重大举措,也是江苏经济持续发展的新的动力源和增长极。然而,从沿江开发战略实施8年来的情况看,虽然成绩斐然,但也暴露出许多矛盾和问题。表现在沿江地区综合商务成本不断上升;服务环境虽有所改善但效率仍然偏低;粗放式发展带来资源消耗增长过快,单位面积污染承载居高不下等多个方面。而要改变这种状况,就必须以科学发展观为指导,转变发展方式,创新发展思路,正确处理好开发与环境建设、保护之间的关系,实现沿江开发与环境建设的良性互动,促进沿江地区和整个江苏经济又好又快发展。

Abstract:The along - Yangtze - River development strategy is a significant move to accelerate the industrialization process, and especially that of new - type industrialization in Jiangsu Province. Besides, it is also a new drive source and growth potential for the sustainable economic development in this area. However, conflicts and problems keep arising in its implementation in the past eight years along with significant achievements. They cover many aspects, such as increasingly rising total commercial cost along the Yangtze River area, low efficiency in service environment despite some improvements, an excessively rapid resource depletion and high pollution per unit area caused by the extensive development model, to name just a few. To reverse this trend, it is criti- cal to guide the development with the Scientific Development Outlook, to transform development model, to explore innovative ap- proaches, to balance the relationship between economic development and environmental construction and protection, to realize a benign interaction between development and environment construction along the Yangtze River area, and finally, to promote a sound and rapid development in this area and then in the whole province.
