论中国实现有效治理的社会政治心理基础

实现有效的治理,使之成为现代中国理想的政治模式,必须坚持协商主义、合作主义、妥协主义原则,建设民主政治,奠定有效治理的社会政治心理基础。在此社会政治心理基础上,形成中国特色的社会政治制度,从而实现国家与社会的有效治理。在协商主义的基本原则下形成的有效的治理运作程序,与有效的治理的价值体系和制度架构一起,共同决定有效治理的最终形态。在合作主义的框架下,社会成员按照社会分工组成功能性团体,与政府机构一起,通过协商、谈判、妥协、协助的途径,共同制定公共政策,实现国家与社会的有效治理。妥协主义原则以渐进的方式推进着现代国家有效治理的制度化水平的提高。妥协的过程是一个社会各方积极参与,平等竞争和协商的过程。通过妥协,现代社会获得了自由主体得以和平共处的基础,形成了社会实现有效治理的公共价值和基本共识。

On Social political psychological basis to realize the effective governance in China

To realize the effective governance, which should turn into ideal political pattern in modern China, it is of the first importance to build Chinese democratic politics to lay social, political and psychological foundation of effective governance on the principle of consultation, cooperation and compromise. As a result, a social political system with Chinese characteristics will work finally, thus realizing effective governance of our country and society. It is for procedure to operate effective governance on the principle of consultation, and its value system and institutional structure together to decide its ultimate formation. In accordance with the principle of cooperation, functional organizations formed according to social division of labour go shares with government organizations in the formulation of public policy by means of consultation, negotiation, compromise and assistance, to realize effective governance. In this sense, a society governed effectively is "an association of free man". Principle of compromise gives a steady and gradual impetus to the improvement of institutionalization of effective governance in modern country. In the process of compromise, all parts of the society participate actively, compete equally, and consult. As a result, the basis on which free subject will coexist peacefully, and the public value and basic consensus to realize the effective governance can be achieved in modern society.
