| 摘 要： | 作者从分析公共政策的本质出发,提出必须坚持公共政策的公共利益取向。同时对何谓公共利益进行了简单阐述,并分析了政府利益对公共利益的影响。最后认为要有效地保证公共政策的公共利益取向,必须建立有效政府,正确处理各种利益间的关系,强化组织建设并制定相应的法规制度等。

| Abstract: | Based on an analysis of the essence of the public policy, the author emphasizes the importance of the public interest tropism in the public policy design. After a brief expalnation upon the meaning of public interest,the author analyzes the effects of the government interest upon the public interest, and makes a conclusion that the measures to ensure the public interest tendency in public policy-making are building an effective government, harmonizing the relation between various aspects, strengthen the organizational construction, and establishing the relevant laws. |
