On Open Government and Its Managerial Pattern |

| Abstract: | Open government, in essence, is a publicly participating governmental model. The government permits the common people to participate its affairs widely and makes governmental behavior under the public's supervision consistently. Thus it can finish the full process of decision- feedback and public feedback, through which the government may improve its administrative efficiency, provide effective services and advance the democratization process. |
