西安构建西部人才高地的构想及对策

人才高地是由于人才流动与聚积所形成的智力高势能区,在知识经济、经济全球化背景及西安资源条件约束下,构建人才高地对西安实现经济跨越式发展的特殊意义。西安具有构建人才高地所拥有的人才资源数量与质量优势和科技、教育以及工业基础等外部支持条件,但人才结构失衡及配置效率低下。据此,围绕经济社会发展总体目标,提出了西安构建人才高地所要解决的关键问题和应采取的对策。
