| 摘 要： | 文章以陕西经济为考察对象,通过对其经济绩效的低下和其资源和科技水平的优势的现状分析,对经济学中要素投入和技术进步与经济增长的关系进行了深层次的思考,指出人力资本、制度和资源条件对技术进步发挥作用的重要性,进而为如何更好地利用资源优势和发挥技术进步的作用提出了政策建议.

| Abstract: | This article has studied the economical development of Shaanxi Province. Through analyzing the situation of the province with abundant resources, its advantages in science and technology and week point of poor economic performance, the author points out the importance of human resources, system and natural resources in exerting the technical advancement. The author proposed some suggestions for efficiently utilizing the technical advancement in Western development. |
