论智能资源开发利用中的三大规律

智能资源是以知识、文化、信息、观念、关系等为外在要素,凝结于人的智力和智能之中,通过人的活动体现出来,能够被开发利用的整个社会或者社会特定阶层、人群的智能凝聚。智能资源是人文资源中最为核心的资源,在现代社会会经济生活中发挥着越来越重要的作用。智能资源是有别于一般物质形态的资源,因而在其开发利用中呈现出特殊的规律,包括递增规律、互换规律、转化规律等。本文分析了智能资源开发利用三大规律的内在必然性,为智能资源的有效开发利用提供了理论上的支撑。

On Three Laws of Development and Utilization of Brainpower Resources

Brainpower means brainpower agglomeration of the whole society or special people. Its outer elements include knowledge, culture, information, conception, relation and others. Hidden in people' s intelligence and brainpower, it is displayed through human activities. Brainpower is the central resource in human culture and plays more and more important role in the economic life of modern society. Brainpower is different from normal material - shaped resources and thus it has special laws in its development and utilization. Its laws include increase by increase, interchange, transformation and others. This paper analyses the inner demands of three great laws of development and utilization of brainpower in order to provide theoretical support as to how to develop and utilize brainpower.
