| 摘 要： | 清末五大臣对欧美、日本进行政治考察是1905年发生的两件大事之一。五大臣出洋政治考察在晚清十年的“新政”和立宪运动中是一个承前启后的中介。清末五大臣对欧美、日本的政治考察的社会背景和原因应归纳为五个方面。厘清这个问题是有重大的理论意义。它在近代中国对外开放、走向世界的应变历程中是一个重要步骤。
