新公共管理运动的全球化使得这一概念的早期涵义已经不能解释运动的全貌.新公共管理应从广义来理解,它是以市场导向的激励机制和企业导向的管理方法为基础,通过政策转变公共部门治理模式的改革运动,涉及政府职能优化和管理方法创新两个方面和阶段,而不仅仅是政府管理方法的创新.从全球不同发展阶段和不同类型国家改革的实践出发,采用包括发展中国家改革实践的广义新公共管理定义,它可以清晰地反映处于不同发展阶段国家改革的重点和参照物,不至于武断地把新公共管理影响下发展中国家以职能转变为重点的改革努力排除掉,有利于从概念上整合世界性新公共管理运动,也有利于发展中国家总结借鉴发达国家政府现代化的经验教训.
