中国基层纵横涵义与基层管理制度类型浅析

该文在阐发基层的涵义横向上不等同于政权、纵向上不等同于乡镇的基础上，论述了基层治理制度的广泛而丰富的内涵，提出了相应的基层治理制度就是表现为政党、国家的基层机构和社会团体与企、事业单位以及城乡群众性自治组织按一定的相互关系直接行使管理权的制度规定。

A Preliminary Study of the Vertical and Horizontal Views of China''''s Grass-root Level Unit and the Types of Their Administrative System

The paper gives an elaborate account of the grass-root level unit as being different from the regime and the township,and expounds the rich and comprehensive meaning of its administrative system.The paper believes that the administrative system of the grass-root level unit should be one that encompasses the Party,the grass-root institution of the government,mass organization,enterprise,government department,and autonomous organization of the urban and rural areas,which exert direct administrative power within a network of relationships among them.
