中国农村市场经济的微观基础再造与激活

中国农村改革的一个优先目标就是解决农业经营体制和微观机制的问题,但由于农村生产要素市场缺乏应有的培育和发展,一再拖延了市场经济体制的创建。下一步应恢复建国初期确立的复合型农地产权制度,建立以农村合作信用社为主体、民间借贷为补充、国家商业银行和政策性银行分工协作的金融体制和运行机制,加强农业科技推广体系和农产品流通市场体系的建设,再造和激活农村市场经济的微观基础,不断增强农村经济发展的内部活力。

Reconstruction and Activation of Microscopic Foundation of the Rural Market Economy in China

One of prior objects of the rural reforms is to solve the issues of agricultural operating systems and micro-mechanism.However,due to the lack of training and development factors,the creation of rural market economic system has been delayed again and again.In future,we should restore the compound property rights system of agricultural land,establish the financial system and operational mechanism that mainly depend on the rural cooperatives credit association and are assisted by private capital and the state commercial banks and policy banks,strengthen the constructions of agricultural technology promotion system and the circulation market system of agricultural products,reconstruct and activate the microscopic foundation of the rural market economy,and enhance the internal dynamics of the rural economy development.
