| 摘 要： | 十六大报告在新的历史条件下坚持和发展了领导就是服务 ,领导就是表率 ,领导必须相信和依靠群众 ,领导必须与时俱进等马克思主义领导观。对此 ,广大领导干部应该认真学习和领会 ,从而不断更新观念 ,有效地带领人民群众去努力实现全面建设小康社会的奋斗目标。

| Abstract: | The report at 16th CPC National Congress adheres t o and develops the Marxist viewpoints of being leaders in new situation. The lea dership viewpoints are as follows: to lead means to serve, to lead means to set examples, to lead means to believe and rely on all the people, to lead means to grow with each passing hour. Therefore, all leaders should study and understand the above-mentioned in the report conscientiously, break with the conventional i deas constantly, and lead the Chinese people to obtain the objectives of buildin g a well-off society in an all-round way. |
