| 摘 要： | 在计划经济条件下 ,政府作为全国教育惟一的管理者 ,制定着教育领域里大大小小的政策。客观地说 ,这种政策制定的模式也曾发挥过积极的作用。但在市场经济条件下 ,由于教育主体的变化 ,仅仅依靠政府单一的创制模式 ,已经不能适应教育的发展。这就需要我们进行教育政策创新

| Abstract: | Under planned economy, as only one governor, our government has been making all policies in the field of education. In fact, this kind of model of making policy had acted action. But if we made all educational policies only depending on the government under market economy, we would have not promoted the development of education. So we must innovate our educational policy. |
