政府信用是整个社会信用体系的核心,是政府施政效能得以提升的重要基础.在当代中国地方政府的施政过程中,存在一些严重影响政府信用的因素.比如,政策缺乏连续性和协调性;行政执法过程中超越政策授予的权限滥用自由裁量权,行政不作为等.我们必须从建设政治文明的高度来大力推进行政公开;完善决策听证制度,保证政策的持续性和稳定性;培育政府官员的民主观念,严格依法行政,从而塑造良好的政府信用.

Local Government''''s Reputation and Its Efficiency in Carrying Out Decisions

The government's credit or reputation stands as the core of the credit system in the whole society and determines the possibility in the improvement of governing efficiency. However, the credit of Chinese local governments is still being destroyed by their misbehaviors, e.g, the inconsistency and incoherence of their policies, their abuse of arbitrary judgment, the breaking of the legal or administrative regulations and the absence of necessary government involvement. In order to improve the credit of government, we need to open the administrative information, establish a hearing-based policy-making process, keep the consistence and coherence of policies, develop the government officials' sense of democracy, and follow the laws in the administrative process.
