| 摘 要： | 开发民族地区的人力资源 ,是促进民族地区经济和社会发展的关键。从西部民族地区人力资源的现状看 ,存在着传统文化环境、人才结构和人才素质等不合理的因素 ,采取相应的措施 ,尤其是政策开发 ,建立人力资源流动机制以及加强教育的投入和管理等对于促进人才开发具有重要的作用
