| 摘 要： | 在高等教育这个特定的系统中,学术权力作为学术人员和学术组织所拥有的一种权力形式有其独立存在的基础和价值,并与高等教育行政权力形成了高等教育系统的两维。协调二者关系,实现高等教育系统权力之和谐必须突出学术权力的主导地位。学术权力的实现有两个制度根基：一是大学自治,二是教授治校。

| Abstract: | In higher education system,academic power as a form of power which the scholars and academic organizations possess is necessary to exist independently,and academic power and administrative power of higher education shape two-dimensional of the higher education system.To realize the harmonious coexistence of the power of higher education system,we must focus on the dominant position of academic power.There are two systems to achieve academic power：university autonomy and faculty governance. |
