网络舆论发展过程及其治理

过于强大的网络舆论压力往往使政府疲于应对,且容易误导政策制定主体作出"一刀切"的决策。因此,无论网络舆论的导向正确与否,都应加强对其治理。文章通过模拟网络舆论的"喷泉"过程,提出网络舆论潜伏期、发展期、爆发期、消退期四个阶段应采用正本、清浊、分流、防护四种不同治理方式,以期减少网络舆论危害,引导网络舆论朝着有利于全面建成小康社会的方向发展。

The Process and Treatment of Network Public Opinion

Too powerful network public opinion pressure always makes government tired to cope with and bring about ＂one size fits all＂ decisions. So, no matter whether network public opinion guides correctly or not, government should strengthen its manage- ment. This article through simulating the network public opinion ＂fountain＂ process puts forward four periods of network public opin- ion. It includes ： incubation period, development period, outbreak period and subsidized period. And then it submits four different gov- ernance modes ： original, clear, separate and protective mode. It hopes to reduce the harm of network public opinion and guides it to comprehensive well-off society in the direction of the development.
