在战后欧洲安全和防务建设中一直存在大西洋主义和欧洲主义两条路线之争,英国在这场争论中扮演独特的角色。本文结合战后欧洲安全和防务建设由大西洋主义向欧洲主义迈进的历史,论述了英国在其中的位置和作用。结论认为:在大西洋主义和欧洲主义之间徘徊的英国,难以决定欧洲防务的结构,但可以影响结构之内的平衡;在可预见的未来,英国不会在大西洋主义和欧洲主义之间做出清晰的选择,欧洲防务仍将是二者的复合物。

A Choice between Atlantism and Europeanism

Concerning the construction of European Security and Defense (ESD) after World War Ⅱ, there has always been a conflict between Europeanism and Atlantism, in which Britain plays a special role. Based on Britain's position and role in the process of ESD's moving from Atlantism toward Europeanism, it is concluded in this paper that Britain, wavering between Atlantism and Europeanism, has no decisive effect on the structure of ESD, but can influnce the balance within the structure.
