西部农村资金互助合作社发展的现状、问题及对策——以甘肃省农村资金互助合作社为例

甘肃省农村贫困地区农业经济的发展促进了微型金融的快速发展，其中特别是资金互助合作社发展较快，但由于制度规范严重滞后，在一定程度上制约了资金互助社的长远发展。本文根据甘肃省贫困地区资金互助社的发展现状，深入分析了甘肃省农村资金互助合作社发展中存在的问题，并针对这些问题，提出完善法律政策、构建风险防范机制、加强监管、不断创新等对策建议。

Anti-poverty Micro-finance Development Mechanism Research of Gansu Province:a Case Study Fund Mutual Cooperative

The rural poverty-region agricultural economic development in Gansu Province brought about the rapid development of micro-finance. mutual funds cooperative has especially seen quick expansion. But for serious lagging behind of related regulations, there has been restricted long-term development. Based on the status quo of underdeveloped areas in Gansu Province, this paper focuses on the cooperatives functions for poverty alleviation, regulatory effectiveness, and existing problems and so on. It is hoped that through the perfect legal policy, risk prevention mechanism, strengthening supervision and continuous innovation, the service level of funds mutual-aid cooperatives can be boosted.
