政府公共服务能力评价体系的构建及验证——基于公众感知的视角

文章从公民获得感的视角对政府公共服务能力进行研究。首先通过梳理相关理论研究成果, 构建政府公共服务能力的概念模型及评价体系。鉴于评价过程中公众很难给出一个精确数, 文章通过语言变量将定性评价转化成相应的定量判断, 在此基础上, 借助广义λ-Shapley Choquet积分计算政府公共服务能力指数。最后以青岛市内三区为例, 对其公共服务能力进行测算, 进而验证了该评估模型的合理性。

The Evaluation Model of Governance Capability and Empirical Study:Based on Public Perception

This paper studies the ability of government public service from the perspective of civic sense of gain. Firstly, this paper constructs the concept model and index system of the government public service capability by referring to domestic and foreign research. Because public are very difficult to give exact evaluations, this paper introduces qualitative evaluation of linguistic variables given the attribute values and the corresponding relationship between linguistic variables and triangular fuzzy numbers to obtain the corresponding quantitative judgment, and uses generalized λ-Shapley Choquet integral to calculate the comprehensive evaluation value. Finally, taking the three districts of Qingdao as an example, we calculate their capacity of public service and verify the applicability of the evaluation model.
