论中国问责文化的缺失与建构

中国问责文化的缺失主要表现在政府及其官员责任意识淡漠、公众政治参与意识淡漠、整个社会官本位观念根深蒂固。问责文化缺失严重制约了我国问责制的深入实施。要建构中国问责文化必须灌输问责理念、建设问责文化的制度基础、以法治意识替代人治观念、以权利意识替代权力崇拜、以民主意识替代集权观念。

Lack of Accountability Culture in China and its Construction

The lack of accountability culture in China is embodied as the governors and officials’lack of conscience or awareness of taking responsibility,the public lacking interests in political affairs and the inveteracy of valuing official ranking,which poses as restraints for China to implement the accountability system.To construct an accountability culture in China,the governments need to indoctrinate the conscience of accountability,to construct the system foundation,to replace＂rule of man＂ by＂rule of law＂,to eliminate the worship of power by conscience of rights and to replace the conscience of centralization by conscience of democracy.
