重庆农村剩余劳动力转移的财政支持模式研究

重庆是一个大城市,也是一个大农村,农村剩余劳动力的有效转移不仅关系到农村经济的发展和新农村建设的顺利推进,而且对于实现重庆城乡统筹发展的战略目标至关重要。文中在重庆农村劳动力转移现状分析的基础上,立足于财政扶持的角度分析了当前重庆农村劳动力转移中存在的财政约束问题,并提出了有利于重庆农村劳动力转移的财政支持的政策措施。

A Research of Financial Support to Transferring Rural Surplus Labor in Chongqing

Chongqing is a big city with a vast rural area.The effective transfer of the surplus labor in the rural areas will not only influence the economic development of rural areas and the smooth progress of rural construction,it also is essential to the realization of a coordinated development of urban and rural areas in Chongqing.Based on an analysis of the present situation of the transfer of the surplus labor in the rural areas of Chongqing,this paper discusses the budget constraint existing in rural surplus labor transfer from the view of finance support and puts forward some policy options and measures.
