论责任政府建设中的政府问责制建设

论文为了能够有效地运行政府问责制,通过对目前我国政府问责制中存在的异体问责发展缓慢、问责对象模糊和问责范围过窄、问责程序的缺陷以及相关法律制度不健全方面的分析,提出了健全政府问责制要强化异体问责、明确问责对象、拓宽问责范围、规范问责程序和强化政府责任立法等措施.
