| 摘 要： | 跨国界污染造成的严重环境损害已经引起了国际社会的普遍关注。各国应制订相关法律法规进行合作,进一步规范各自管辖或控制领域之内的活动,对管辖领域以外的环境所造成的污染和其他环境损害的受害者应承担赔偿等责任。为实施可持续发展战略,必须解决跨国界污染问题,确定污染事件中的国家责任是解决跨国界污染的关键环节。

| Abstract: | The international society has begun to pay attention to the serious environmental problems made by trans-boundary pollution.This paper points out that each country in the world should work together to draw up an law to make clear the responsibility for the trans-boundary pollution and make a compensation to the aggrieved country.In order to carry out the sustainable development strategy,the trans-boundary pollution problem must be solved.The key way to solve the trans-boundary pollution problem is to identify the national responsibility for the pollution. |
