增强利益整合功能努力构建和谐社会

执政党整合利益的功能对执政党构建社会主义和谐社会起着至关重要的作用。要增强共产党整合利益的功能,着重从两个方面入手:其一,增强执政理念的整合功能,必须充分体现执政理念的世俗性、包容性和开放性。其二,建立健全整合利益关系的机制、手段和途径。充分发挥各种舆论传媒的作用,为民众表达利益提供畅达的途径;不断扩大执政党的群众基础,吸收社会上不同阶层的优秀分子加入到党内来,为他们表达利益提供正常的制度化渠道;增强社会群众团体表达利益和整合利益的功能;充分保证和发挥参政党对利益表达和利益整合的作用。进而实现构建社会主义和谐社会的目标,保证国家的稳定和发展。

The ruling Party's functions for integrating interests play a key role in helping the Party in power to build a harmonious socialist society. There are two aspects concerning this integration. First, the functions of the administrative concept should be strengthened, which should include the secularity, comprehensiveness and flexibility of the administrative concept. Second, the mechanism, means and ways for interest integration should be established or selected and improved. Various mass media should be well used to provide good channels for the common people's interests. More excellent members at different levels should be enrolled to the Party to establish a solid foundation. The mass organizations should be helped to strengthen their functions of interest integration. The functions of interest expression and integration of the participating Parties should be strengthened and ensured. All this will help the construction of a harmonious and democratic society and the stability and development of the country.
