试论科技发展对国家安全的双重影响

科技发展与人的生存和发展问题是联系在一起的，当代科技哲学问题说到底是一个人类安全问题。在当代，对科技价值问题的反思需要从国家间政治生态角度出发进行对策思考，把握当代科技哲学问题更多地是一个国家安全问题的实质。本文探讨了科技发展对国家安全的七个方面的双重影响，并给出了总体对策思考。认为在大力发展科技尤其是军事科技的同时，必须以我军新使命重新认识、选定国家利益边界、安全边界、战略边界及军事能力，按照推动建立和谐世界、和谐社会的思维要求谋划自身安全问题乃至全球安全的解决。

The Dual Impact of Technological Development on State Security

Since the existence and development of human is relevant to the progress of science and technology, the subject of contemporary philosophy of science and technology can be generalized as the problem of human security.Today, the reflection on the value of science and technology should rest on state security from the perspective of political ecology between countries. This thesis discusses the dual impaction of technological development on state security from seven aspects, and provides its solution on the whole. It believes that while science and technology are greatly promoted, our country should rethink the national profit, security, strategy and military force from the point of the new mission of PLA, and scheme the self-security, and even the global security according to the requirement of harmonious thoughts which aim to build a harmonious society and word.
