| 摘 要： | 作为高级生产要素的生产性服务业可以促进制造业产业高度的提升,但这种提升作用的发挥需要具备一定的经济条件。以山东省为例,通过对面板数据的计量分析,发现提高区域的人力资本存量、降低交易成本、提高区域经济发展水平、实现生产性服务业的集聚,利于生产性服务业对制造业产业高度提升作用的发挥。依据这些条件,从城市功能分工的角度做出发展生产性服务业的政策建议。
