| 摘 要： | 随着农村市场经济的发展,农村的社会保障再度成为严重的社会问题.西部农村社会保障能力差、覆盖面窄、保障体系不健全.要改善和加强西部农村社会保障体系建设,应采取有重点地分步实施,循序渐进,逐步加以完善.
