| 摘 要： | 腐败作为一种政治现象,其实质就是公共权力的非公共运用。因此,要想从源头上预防和解决腐败问题,就要避免公共权力的非公共运用,保证权力的良性运作,并对权力进行有效的监督与制衡。分权制衡的形式是多样的,它们各有利弊,只有将各种分权制衡机制有机地统一起来,共同体现在社会权力的设置和运作过程当中,才能真正实现监督制衡权力的目的。

| Abstract: | As a political phenomenon,the essence of corrupt is that public rights can't be applied in the public.So in order to prevent and resolve the corrupt we should safeguard the virtuous operation of rights, make effective supervision and control on rights. All kinds of decentralized control systems should be united and embodied in provision and operation of social rights. Only in this way,can we achieve the aim of supervising and controling rights. |
