公共危机中政府形象建设的困境及对策

频发的公共危机给政府形象建设带来严峻挑战，而有效的危机管理又为良好的政府形象建设提供了机遇。现阶段我国政府在危机管理中存在公关理念不足、保障机制缺乏、沟通渠道不畅、控制机制及评估体系不健全等困境，严重制约着政府形象建设。针对这些不足，政府在危机管理中需强化治理理念、加强法律和资源保障、完善信息沟通机制、建立有效的公共危机管理机制、构建评估与责任体系，从而通过政府形象规划、保障、传播、控制及反馈五方面的建设，完善公共危机背景下的政府形象塑造。

Difficulties in the Construction of Government Image in Public Crisis and Countermeasures

An increasing number of public crises brings serious challenges to the construction of government image , and the effective crisis management provides opportunities for good government image construction .At present our govern-ment encounters many dilemmas in crisis management , including inapproprinte concept of public relations ,lack of security mechanism,frustration of communication channels ,poor control mechanism and evaluation system ,etc;all this severely re-stricts the government image construction .To deal with these deficiencies , the government ,in the crisis management ,should strengthen the concept of governance , strengthen the legal and resource security , improve the information communication mechanism, establish effective public crisis management mechanism ,and build assessment and accountability system ,and ultimately improve the modeling of government image through the building of image planning , security, communication, control and feedback mechanisms .
