新形势下山西省乡镇党政领导的执行力研究

乡镇党政领导的执行力,事关农村社会的稳定和发展。山西省乡镇领导在转型跨越发展中,能把握大局,执行政策时处置恰当,使山西农村经济社会的发展呈现良好局面。但是,由于社会环境的巨大变化,乡镇政府在人、财方面的匮乏,以及缺乏有效的制度建设,影响了执行力的发挥。提高乡镇党政领导执行力,需要从转变职能,规范行为,加强政策宣传和作风建设,理顺政府和村民委员会关系等方面采取措施。

On the Executive Ability of the Leaders of Party and Government in Villages and Towns in Shanxi in the New Situation

The executive ability of the leaders of Party and government in villages and towns really counts in the stability and development of rural society. In the transformation and leap frog development of Shanxi province,leaders of Party and government in villages and towns see the whole picture and appropriately deal with the situation when implementing policies,which brings about a new and prosperous situation to the development of rural economy and society in Shanxi. However,the enormous changes of social environment,the lack of personnel and financial support,together with the inefficiency in the system building,badly influence the performance of this ability. In this case,in order to promote the executive ability of those leaders,measures should be taken such as changing the governmental roles and standardizing its behaviour,improving the publicity of policies and the building of work style,and coordinating and bringing into better balance the relations between the government and villagers’ committee.
