| 摘 要： | 盛世才统治新疆时期在维吾尔族聚居区开办有区村长训练班。训练班有不同的类型,规定有不同的训练期限,聘任有兼职教师,设有班级管理组织,开设有训练课程,筹集有专门的训练经费,学员结业要举行结业考试。训练班的开办,对提高区村长各方面的素质及执政能力起到了积极的作用。
