摘    要:"温州模式"引起了世界的关注,这是民本经济的集中表现。在"十二五"新发展阶段,社会管理体制变革成为经济发展新动力,而对留守儿童的管理和服务是基层社会管理的重要组成部分。本文以温州特色的留守儿童群体在生存和发展方面的困境为出发点,以留守儿童能力建设和增量其"社会资本"为理论视角,提出了消除对留守儿童"污名化"标签和构建政府、学校、社会和家庭"多元"社会支持系统的新观点,并探讨在管理理念、管理政策、管理制度、管理组织、管理机制和管理工作六个方面创新的现实性。

Abstract:Wenzhou Mode has caught the attention of the world.Social management system transformation became the driving force of economic development at the stage of the twelfth five-year plan,meanwhile,management and service of stay-at-home children is a crucial part of basic social management.Starting with the difficulties of survival and development which Wenzhou’s stay-at-home children face with,this paper puts forward a study from the theory perspective of stay-at-home children’s capacity building and social capital increment: removing the "stigma" label of stay-at-home children and Building a system of multi-social sustain which contains government,school and family.The paper also discusses the reality of management ideas,management policy,management system,management organization,management mechanism and management.
