构建留守儿童的“多元”社会支持系统——对温州市义务教育阶段留守儿童的实证研究

"温州模式"引起了世界的关注,这是民本经济的集中表现。在"十二五"新发展阶段,社会管理体制变革成为经济发展新动力,而对留守儿童的管理和服务是基层社会管理的重要组成部分。本文以温州特色的留守儿童群体在生存和发展方面的困境为出发点,以留守儿童能力建设和增量其"社会资本"为理论视角,提出了消除对留守儿童"污名化"标签和构建政府、学校、社会和家庭"多元"社会支持系统的新观点,并探讨在管理理念、管理政策、管理制度、管理组织、管理机制和管理工作六个方面创新的现实性。

Building a System of Multi-Dimensional Social Sustain of Stay-At-Home Children: An Empirical Research of Wenzhou's Stay-At-Home Children Having Compulsory Education

Wenzhou Mode has caught the attention of the world.Social management system transformation became the driving force of economic development at the stage of the twelfth five-year plan,meanwhile,management and service of stay-at-home children is a crucial part of basic social management.Starting with the difficulties of survival and development which Wenzhou’s stay-at-home children face with,this paper puts forward a study from the theory perspective of stay-at-home children’s capacity building and social capital increment: removing the "stigma" label of stay-at-home children and Building a system of multi-social sustain which contains government,school and family.The paper also discusses the reality of management ideas,management policy,management system,management organization,management mechanism and management.
